ENL cutoff300

Engine-noise fixes above ENL 300 were excluded during RST precompute when ENL/MOP data existed. Terrain-backed precomputes sample cached AWS Terrarium elevation tiles for ground height. Hotspots are generated with a fixed multi-radius source uncertainty test and only stable peaks are kept. The heatmap shows projected thermal-source density with a fixed compact kernel so the visual blur stays consistent while zooming.
